Immunity and Treaty Accession
Merely by signing an international agreement a foreign nation does not submit its domestically-operating instrumentalities to exceptions from immunity under the Foreign Sovereign Immunities Act, the United States Court of Appeals for the District of Columbia Circuit decided in a Warsaw Convention matter on February 1, 2008. In Gail I.
